Our democracy that was once exemplary is now under siege by a power-hungry president with an insatiable lust for dominance. For more than nine years, Gloria Arroyo has continuously violated the law of the land by ignoring the Constitution, by rewriting laws passed by Congress with her signing statements, and by issuing more than million and millions of pesos to her corrupted Congressman for fine-tuning the government to suit her lopsided policies. Our country the Philippines is now facing a regime change — from democracy to autocracy and if Gloria want to become a Queen, worst to monarchy.
Incidentally, the last monarch of England to rule the American colonies known as the mad King George III, he suffered bouts of insanity until he was considered unfit to rule. The oppressive autocracy of King George III gave birth to democracy in the United States.
It is precisely abhorrence for dictatorship that our forefathers fought for independence and created a democratic government with separation of powers.
The Philippines has a long history of democratic constitutional development. The Malolos Constitution of 1898-99 reflected the aspirations of educated Filipinos to create a polity as enlightened as any in the world. That first constitution was modeled on those of France, Belgium, and some of the South American republics. Powers were divided, but the legislature was supreme. A bill of rights guaranteed individual liberties. The church was separated from the state, but this provision was included only after a long debate and passed only by a single vote. The Malolos Constitution was in effect only briefly; United States troops soon installed a colonial government, which remained in effect until the establishment of the Philippine Commonwealth in 1935.
The 1935 constitution, drawn up under the terms of the Tydings-McDuffie Act, which created the Philippine Commonwealth, also served as a basis for an independent Philippine government from 1946 until 1973. The framers of the Commonwealth Constitution were not completely free to choose any type of government they wanted, since their work had to be approved by United States president Franklin D. Roosevelt, but as many were legal scholars familiar with American constitutional law, they produced a document strongly modeled on the United States Constitution. In fact, the 1935 constitution differed from the United States document in only two important respects: Government was unitary rather than federal, local governments being subject to general supervision by the president, and the president could declare an emergency and temporarily exercise near-dictatorial power. This latter provision was used by Marcos after September 1972, when he declared martial law.
The accumulation of all powers, legislative, executive, and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elective, may justly be pronounced the very definition of tyranny.
To put it succinctly, Gloria Arroyo want to write in Common Sense:
In the Enchanted Kingdom of Gloria Arroyo, the law is for the Queen. For as in absolute Banana Republic governments the Queen is law, and there ought to be no other.
However, Queen Gloria believes she is above the law. Like a medieval Christian king, he claimed that God chose him to rule, as Gloria Arroyo oftentimes commented, “I believe that God wants me to be president.”
Surrounded by conniving , sycophantic cabinet ministers, loyal military soldiers, corrupt congressman and obedient press corps jesters, Gloria Arroyo has taken surreptitious steps to anoint herself Queen in Malacanang where greedy corporate leaders stood in line, bearing donations in exchange for political favors. While the unaware public subjects have descended to serfdom, Queen Nunalisa, her Lazy fat pig and her henchmen have amassed power and control over the land, tracking everything from Internet to telephone calls. “Hello Garci, Have you seen the HaydenKho Sex Video”While ordinary citizens have been worrying about rising goods, evat, taxation and gasoline prices, impending global warming disasters, or losing their jobs to outsourcing, Queen Nunalisa’s clan and heads of military-related conglomerates have been reaping profits under the new kingdom of ill-gotten wealth at the expense of abused and rape victims OFW’s. While the nation shows that every sector is suffering across the board, from the kotong cops, akyat bahay gangs, kidnap for ransom to economics, the military has nevertheless gained pursue Queen Nunalisa’s endless games of crimes.
Dismantling the Constitution
Since she took office through power grab, Gloria has been consistently disobeying the Constitution, racking up a long list of violations, some of which have been revealed recently, by pushing the Con Ass by her greedy allies in Congress with 20 million pesos each of course. Shee has not only trampled on our Constitution but also made a concerted effort to remove checks and balances in our democratic system by making Congress irrelevant and the courts tilted in her favor with appointed judges advocating her policies.
Citing Unitary Executive
To justify her right being “Queen” in the Banana Republic of the Philippines, Nunalisa believes she has “unitary executive” authority stemming from her role as commander in chief, which grants her license to overrule and bypass Senate or the courts, Ironically, by claiming his authority of “unitary executive,”Gloria violates her own presidential oath of office, which explicitly states that the president’s role is to “take care that the laws be faithfully executed.”
