We don’t need more congressmen, whether party list or regular. In fact, we would be better off if we reduced the present number of congressmen.
The argument that there should be one congressman for every so many thousand population to represent them in Congress is all bunk. That is good only in theory; in practical terms that is bad for the taxpayers.
We will need hundreds of millions of pesos for each congressman, not only for the salary, allowances and pork barrel of the congressman himself, but for the salaries of his staff, drivers, bodyguards, office space, office supplies, air conditioning, telephone, electric and water bills, expensive vehicles both for the congressman and his bodyguards, transportation costs going regularly to and from his home province, and for frequent junkets abroad. Multiply that by the 32 party-list congressmen that the Supreme Court has just decreed and the 50 more that the House wants elected next year, and the costs run to tens of billions of pesos. That would be enough to feed the millions of poor Filipinos who do not have enough to eat. And how many kilometers of roads, how many bridges, how many schoolhouses and health centers would that build? And all for what? For almost nothing.
The sole duty of congressmen is to enact laws. But we already have a surfeit of laws that few obey anyway. Even lawyers and judges can’t keep up with the new laws being churned out every year. And the police and other government regulatory agencies don’t enforce them anyway. So we do not need more laws. We only have to obey the existing ones and this would be a better place to live in.
If we do not need more laws, then we don’t need congressmen. And even if we need some important laws, they can be enacted by fewer congressmen. When it comes to congressmen, fewer is best. Fewer congressmen, less allowances, less graft and corruption. With so many congressmen having little to do, they just propose silly bills like that stupid right of reply bill.

Check the congressional records and you will discover that most of them have no bill passed at all. They don’t participate in discussions to improve bills. The biggest committee in the House is the committee on silence because most of the congressmen are its members.
The House has proposed the abolition of the Senate. Why don’t we turn the tables on them and propose the abolition of the House instead?

Tumpak na tumpak itong sinabi ni Neal Cruz. Mabibilang lang talaga ang tunay na congressman sa camara de representante. Nasubukan ko nang makapunta sa Batasan, wala ang congressman namin, absent sa session at wala rin sa kanyang room. Ang tip sa akin ng isang staff, may ka-meeting daw na isang contractor. With the additional partylist representatives following the ruling by the Supreme Court, Speaker Nograles, in an interview was skeptical on how to accommodate them.
He announced that the House of Representatives will need about P2.31 billion for the pork barrel alone of the additional 33 party-list lawmakers that should be proclaimed because of a Supreme Court ruling that is effective immediately. This, on top of the P200 million needed for their staff and day-to-day operations.
The amounts exclude the expenses for their new offices, electricity and other needs for the remaining eight months of the year. And to think that they will only serve for few months.
This will give us more idea on the cost of maintaining a congressman.
Each member of the House is entitled to P70 million a year in Priority Development Assistance Fund, more commonly known as the pork barrel, to finance their pet projects.
The pork barrel is not given in cash, though. The congressman just identify the projects (kunyari lang but also identify contractor) and beneficiaries (yung kakampi lang) for which funding should be allocated (but mostly going to their pocket).
A congressman is entitled to a minimum of six regular staff members in the House, plus consultants. A total of P200 million is needed for the salaries of the staff, office supplies and other office needs. They also get transportation allowances, which varies depending on where their districts are located. And when they travel abroad, sus ginoo, kasama pa ang … huwag na lang.
According to the latest news, out of the 32 (not 33 as earlier reported) 29 partylist representatives are already proclaimed by Comelec. The remaining 3 are still hanging.
There are currently 238 representatives in the Lower House, 22 of them are partylist members.
But the story did not end with the additional partylist represantives being sworn in. There is still a bill in the House seeking to create 50 new congressional districts and increase the constitutional ceiling to 300 seats. The more, the merrier!

The Philippine party-list system aims to increase the representation, particularly of “marginalized and underrepresented” sectors and enhance transparency and accountability, leading to more efficient government. Political parties are strengthened, encouraging program and platform-based politics instead of weak affiliations between opportunists. This challenges moneyed and patronage politics that have bred corruption and inefficiency, hindering the country’s development.
Voters have two votes for their congressional representatives. The first elects a district representative. The second elects a party-list representative. Twenty percent of the 260 seats in the House of Representatives are reserved for party-list. Every 2% of total party-list votes cast gets a seat in the House, with each party allowed only a maximum of three seats.

Dito pa lamang, hindi na maganda ang intensyon dahil panlalamang na doon sa hindi sumusunod sa ganitong gawain.
What is the difference between the regularly elected district representatives and the party-list representatives?
The district representatives act on behalf of their own district, tending to make laws for the good of their constituencies alone. Party-list representatives, on the other hand, are national candidates elected by voters countrywide and thus have a broad vision for national good. They are not the “trapos” (traditional politicians) whose party loyalties is superficial and who are chosen for their popularity. They sit in the House for a party that is elected to Congress on the basis of its electoral platform and thus push their party’s programs. They are accountable to the party they represent and can be removed and replaced by it if they violate its principles or programs, as in the case of corruption.
The Filipino electorate was first introduced to this system (RA No. 7941) during the May 1998 elections. 123 party-list organizations registered but only 13 (with a total of 14 representatives), including Akbayan! and Sanlakas, received 2% of total votes. Of the 80% total voter turnout, only 26% cast their party-list vote. This was expected as the Comelec failed to conduct a comprehensive education campaign. As a result, 38 party-list seats in Congress were not filled.
In 2001, there were 162 party-list organizations which participated in the elections. Eventually, a number were disqualified and only four parties were proclaimed to have won seats in the House. Eventually, eight more were proclaimed to have been elected to Congress, although getting a seat much later, just a few months from the next elections. Just like the very recent decision to proclaim 32 more representatives with only few months left before the May 2010 election posing big budgetary problem including space in Batasan to accommodate them.
The party-list system spawned controversies because of charges that most of the parties are pakawala by Malacanang while are supported by moneyed group as well the political parties. Furthermore, some of the their party nominees were of dubious characters and far from being marginalized.
The criticitism are not only from within. A foreign-based Global Integrity in its 2008 Report entered into the scene by declaring that it noted the absence of an effective party-list system in the Philippines that would allow genuine representation of the marginalized sectors. It cited as proof the outcome of the May 2007 elections.
Look at this serious accusation.
Only six of the 17 party-list groups that made a successful bid for Congress were considered truly representative of those sectors. “The rest of the party-list groups represent elitist interests and are accused of getting their position with a mix of fraud, influence peddling, and heavy advertising,” said the report.
Huwag niyo din kalimutan ang mga party-lists na galing sa mga grupo ng simbahan. Sino ba ang kanilang representasion kundi ang kanilang mga simbahan at kaanib.

It is a welcome item to read that 3 of the to-be proclaimed partylist representatives voiced their willingness to have the partylist system review amidst controversies particularly on some party nominees.
Jonathan Dela Cruz of Abakada-Guro said there was a need to reevaluate the criteria used in allowing groups to run as partylists considering that there might be those who were abusing the system.
“In so far as the partylist criteria is concerned, I think the Partylist Law should actually be reviewed because there has really been a prostitution of the marginalized and disadvantaged sector representation,” Dela Cruz said at the Kapihan sa Sulo Forum.

Party list groups can be said to represent marginal groups, based on constitutional requirements: BM, Akbayan, GWP, Batas, Anakpawis, and Anak Mindanao. The rest are affiliated either with well-funded religious-political groups, traditional political parties, or medium-scale business enterprises; they also own TV networks and programs. Some of the latter made it to Congress through alleged fraud, government connections, and aggressive TV publicity in the last elections. At least four of their nominees, namely, Ernesto Pablo and Edgar Valdez of Apec, Rene Velarde of Buhay, and Guillermo Cua of Coop-Natcco are ranked as millionaires in the 13th House.

A Teacher party list claims to represent the country’s low-paid educators. However, its nominee, Mariano U. Piamonte, Jr., is the executive director of the Catholic Educational Association of the Philippines (CEAP) which claims to have 1,194 Catholic member-schools all over the country. CEAP, which is connected with the Catholic Bishops Conference of the Philippines (CBCP), groups the owners, incorporators, and administrators of these schools.
Alagad is the electoral wing of the Iglesia ni Cristo (INC), a religious-political group with an influential voting bloc that has been courted by presidential and senatorial aspirants for decades. Although Alagad supported Arroyo in 2004, its nominee, Bro. Rodante Marcoleta, voted for her impeachment in 2005. INC, on the other hand, operates big churches and schools all over the Philippines – as well as in the U.S. and elsewhere.
Another religious-political group, Buhay, is the electoral wing of charismatic group El Shaddai. Among other enterprises, El Shaddai head Bro. Mike Velarde owns and chairs the Amvel Land Development Corporation, a 3,000-unit residential village in Parañaque City.(4) Mike Velarde, whose son Rene is the party list group’s third nominee, also serves as a “spiritual adviser” of the President.

Some readers may not be amused with the spate of imagined party we have been writing with their acronym always starting with letter A. But it’s our way of driving a point that in our observation, for some marginalized sector to insist naming their party beginning with letter A while it should not be the case, it’s already a sign of mocking the spirit and intent of the law. They are already scrambling to be among the first in the list in alphabetical order before making known what they intend to do in Congress.
Comelec should have thwarted this rigmarole early enough. They could have changed the rule and instead, made letter Z the first in the list or select randomly which should listed first. Nothing ofthis sort have resorted to by the wise people in the Comelec
While Neal Cruz says’ “We need less, not more congressmen”, columnist Jarious Bondoc of Philippine Star. averred that: “Pork is the problem, not more solons”.

The question is, who are the marginalized? What groups are considered under-represented? The Constitution says party-list seats shall be filled by election from the labor, peasant, urban poor, indigenous cultural communities, women, youth, “and such other sectors as may be provided by law, except the religious sector.”
Are women marginalized in our society or underrepresented in Congress? We ask because a lady lawmaker was overheard that there was no need for sectoral representation from her sex because the House has already a considerable number of congresswomen. How many more are needed to give women significant representation? One-third? As many as possible?
We need a law to define with vigor words “marginalized” and “underrepresented,” the magic words that qualify the hopefuls for party-list elections. The power to determine eligibility currently lies with the Commission on Elections, in bank or by a division.
Eligibility seems to be self-determined or self-defined by organizations seeking party-list seats. An organization has to argue with the Comelec why its cause or membership is entitled to representation.
The gay-lesbian-bisexual coalition had a hard time persuading the Comelec to qualify it for office. The commissioners would not believe there are hundreds of thousands of gays in society, making useful contributions to the national life.
Paramilitary groups (Bantay), including the CAFGU militia and death squads, believe they are saving the country from communism. But they consider themselves “marginalized” and “underrepresented” in the House.
Small entrepreneurs (Kasangga) that include balut vendors and balloon hawkers succeeded in convincing the Comelec they were on the brink and needed representation.
We have a new party-list congressman from a group that represents innocent suspects unjustly tossed in jail (Kapatiran ng Nakakulong na Walang Sala or Kakusa)
Expect a bigger field in the next election because many groups and individuals continue to feel they are marginalized in this cruel world and are underrepresented in the House of Nograles.
The preneed companies are expected to coalesce into a national organization of preneeds (or No-Need) and to lobby the Comelec for recognition because they are facing extinction. Expect the Association of Rural Banks of the Republic (Arbor) to campaign for a seat because mismanagement has hit their ranks.
Waiting for their place in the sun and in the Batasan Building are groups that include the Alliance of Smokers Facing Extinction (ASFE), the Aggrupation of Contract-Only Labor (Acol) and the Alliance of Business Processing Outsourcing Workers (Abpow).
The Comelec will be busy processing applications but may despair over the abundance of party-list groups whose acronyms begin with “A” and “B.” Parties prefer these acronyms because they top the list on the ballot and are likely to be chosen by voters who do not even appreciate what they stand for. To democratize the system the Comelec may present a mixed listing or with acronyms that start with the letter “Z.”

During the party-list election in 2007, a watchdog group called Bantay 7941 sounded the alarm on purported moves by moneyed individuals and personalities fronting for incumbent officials to acquire seats in the House.
Apparently, the group said, these people had found it easier to become congressmen by circumventing Republic Act No. 7941 or the Party-List Law.
According to Bantay 7941 chair Ameurfino Cinco, “big-time” fixers were dangling party-list seats in exchange for huge sums ranging from P100,000 to P10 million.
