Are we Filipinos going to sit by and passively watch our Constitution relegated to the status of a vague reference document, Will we watch it become nothing more than bleached parchment under glass at the National Archives, Or are we going to stand up for the “living” Constitution, honor and defend it, and actively seek to restore the checks and balances between the co-equal branches of government? Stand up or never! Once Arroyo got what she want God have Mercy because she will sit on her throne forever.
Her objective is to maneuver to stay beyond 2010. Charter change for now appears to be the preferred mechanism for allowing Arroyo to retain power through a shift to a federal-parliamentary government. She is clearly guilty of numerous impeachable offenses. she have repeatedly violated the Constitution.She have transgressed national law. She had lied to the people time after time. Her conduct and her barbaric policies have reduced our beloved country to a historic low in the eyes of people around the world. These are truly “high crimes and misdemeanors,” to use the constitutional standard. From the beginning, Gloria assumpt power was the product of questionable Constituitional violation and the Dagdag Bawas of Garci was a questionable elections that probably should have been challenged.
Our Country today is in a serious Constitutional crisis. The Senators and Congressman should be willing to take some political risks to honor, protect, and defend the Constitution. (It is, after all, their oath of office.) If we allow Arroyo to succeed in permanently altering the balance of powers between the branches, the Constitution will become a dead letter.
Federalism form of Government would not tackle the problem in Mindanao.The conflict between Muslims and Christian Filipinos was exacerbated in 1965 with the “Jabidah Massacre,” in which Muslim soldiers were allegedly eliminated because they refused to invade Sabah. This incident contributed to the rise of various separatist movements-the Muslim Independence Movement. In 1976, negotiations between the Philippine government and the MNLF in Tripoli resulted in the Tripoli Agreement, which provided for an autonomous region in Mindanao. Negotiations resumed in 1977, and the following points were agreed upon: the proclamation of a Presidential Decree creating autonomy in 13 provinces; the creation of a provisional government; and the holding of a referendum in the autonomous areas to determine the administration of the government. Nur Misuari was invited to chair the provisional government but he refused. The referendum was boycotted by the Muslims themselves. The talks collapsed, and fighting continued.When Aquino became president, a new constitution, which provided for the creation of autonomous regions in Mindanao and the Cordilleras, was ratified. On 1 Aug 1989, Republic Act 673 or the Organic Act for Mindanao created the Autonomous Region of Mindanao.
The basic strategy of Arroyo and Esperon in Mindanao to encourage a climate of fear, letting it exploit the moro-moro attacks not only to justify the threat, but a prelude to Martial law.This is the strategy of deception that brought us to believe that our country is under attack and could lead her to declare Martial Law.
