Everything about the Gloria government is a publicity gimmick, from the P5 billion subsidy to some 300,000 poorest of the poor families,
to its latest claim that with the prices of rice skyrocketing, it is “good economics” to produce rice locally, to going all the way to the World Bank to get it to influence rice-exporting countries to lift their shipment curbs that have threatened the food security of importing countries.
It is all being done by Gloria Arroyo to create the impression that she is doing all she can to solve the rice crisis, caused by the cereal’s shortage worldwide, affecting the Filipinos negatively.
But who is she trying to fool? Just whose fault is it that the Philippines, an agricultural country, has become the No. 1 rice importer in the world, and worse, it is the Gloria government that has caused the rice prices worldwide to soar, as driven by the need for the country’s supply, she and her aides have been purchasing rice imported from Vietnam and Thailand and other rice producing countries at any price, the latest price pegged at $1,200 per metric ton.
Now she claims to a reporter of Wall Street Journal, that it makes “good economics” for the country to work toward increasing the domestic rice production instead of importing rice.
It doesn’t take an economist to divine that an agricultural country such as the Philippines, would have all the chances of being self-sufficient in rice production to ensure rice security for Filipinos. Even an idiot can figure this out.
We were already self-sufficient in rice that the country was already exporting the cereal to several countries.
She is an economist, and to hear her say it, a good economist. So why hasn’t she done anything by way of rice farmers support for their production all these years? Why didn’t she do anything by way of pushing irrigation projects to encourage more rice farmers? Why did she allow a lot of arable lands to be transformed into commercial projects?
Gloria has been sitting in Malacañang for the past seven years — more years than that which a regular president would have under the Constitution. Yet in all that time, instead of providing genuine support for the Filipino rice farmers to ensure food security in this agricultural country, she opted for massive importation of the cereal.
But then again, there was a lot of money in importing rice — kickbacks and commissions would be part of it, along with even more money in smuggling the cereal into the country.
Worse, even as Gloria, with her publicity campaign stunts, announces the release of fertilizers for the farmers, is discovered to have been diverted to her campaign kitty, with part of it given to several administration congressional and mayoralty candidates for them to support Gloria’s presidential candidacy in 2004.
Even at that point, despite having diverted the fertilizer funds in the billions to her campaign kitty, Gloria and her cohorts in the agriculture department, notably her front and bagman, then DA Undersecretary Jocelyn “Joc-joc” Bolante, even showed their utterly uncaring ways for the farmers and their plight by diluting the fertilizers for farmers, along with giving them fertilizers for flowering plants instead of fertilizers for rice and other cereals.
For all that talk of gearing toward self sufficiency in domestic rice production, that again, is all talk, for her political survival. Gloria and her rice aide, DA Secretary Arthur Yap, have been talking about increasing domestic rice production and self sufficiency by 2011. That’s rubbish and they know it.
Gloria also said she will be rethinking her rice importation policy, giving this all to the private importers instead of the National Food Authority.
But who among the importers would want to get into this — unless rice is smuggled in — and price the cheapest imported rice at P50 per kilo?
What she is again into is to shift the blame of rice scarcity and high prices on private importers, when the crisis hits a peak.
Now she comes up and says she is giving a P5 billion cash doleout to some 300,000 poorest families, evidently to shore up her horrible image. And then, she calls on the World Bank to influence rice importing countries to lift shipment curbs. Is she kidding? Why would these countries that also want to ensure domestic supply of the cereal for their people, endanger their food security for Gloria’s political survival?
When Gloria stole the presidency from then sitting President Joseph Estrada, through a coup d’ etat, all she and her cohorts thought of was to make billions for themselves — for at least nine years.
Their greed has finally caught up with them.

Putragis na unano. “.. she will be rethinking her rice importation policy” pagkatapos niyang guluhin at tuliruhin ng mga poors. Nangangahulugan lang na hindi niya pinag-isipan ang policy na ito. Dahil sa takot sa tao na walang malamon at siya ang sugurin ay sinunggaban na lang kahit anong policy.
Tangna, para makapogi points lang, puro zarzuela ang demonyang ito. Ang pea brain rice importation policy ng bruha ay palpak kaya “rethinking”.
Or, sigurado na sa bulsa ni Pidal ang malaking komisyon sa rice importation kaya “rethinking” na!
Wala ng maisip na palusot itong kurakot na ito sa Malacanang.Nasaan na ang pera ng mga magsasaka na tinakbuhan ni Joc-Joc Bolante.Dapat sa mga tulisan na ito ay sunugin ng buhay para hindi na pamarisan.Hindi sana dapat magkaganito na magkaroon ng krisis sa bigas.
Tama ang sinabi ni kuya Cocoy na nang maupo iyan sa poder ay nagka-litsi litsi (bisaya version) na ang bayag este, bayan ni Juan. Hindi na tayo nakaraus pa sa mga palliative measures ng gobierno. Di ba Kap Kidlat? Puro dole out na lang. Anong development ang pinag-uusapan natin kung ang mga tao ay bilanggo ng tinatawag na mendicancy mentality. Sabi nga ni College girl, sickly and ignorant population. Ang sakit ng mga tao hindi lang sa katawan kundi sa isipan. Sa mga zarzuela ng gobierno, sa halip na matulongan ang mga tao lalong lumalala ang kanilang pagkagumon sa culture of poverty and mendicancy dahil sa papogi program ng gobierno sa pagbibigay ng mga palliative measures to resolve poverty problems. Magpakatotoo kayo from the Barangay to National level.
Congratulations Manong Cocoy and the rests of the Kapehan and champorado eating people. This blog (our tambayan) already surpassed the 20K hits. Mabuhay ang mga magigiting na Filipino sa lahat nang panig ng mundo at ang buong sambayanang Pilipinas.
Sana makaalpas tayong lahat sa Krisis na hinaharap ng ating bansa.
Yang culture of mendicancy ang puntirya ng impaktang Gloria ngayon. Imagine, ‘lilimusan’ daw ng tig-P500 ang isang pamilyang mahirap sa halip na turuang magsipag at maging resourceful sa paghanap ng matatrabaho o kaya ay mag-create ng trabaho para sa mga tao, ang ginagawa ay nililimusan ang mahihirap na pamilya.
Oo nga at ginagawa iyan sa ibang latin american countries, e bakit siya basta na lang kokopya na naman ng walang aral-aral.
Ang mga pinoy naman na tamad ay grasya sa kanila yan, kasi mga batugan! Ay naku, nakukunot ang nuo ko sa bwisit sa programang pangmahirap ni Guria.
5 bilyon daw ang budget. As usual, 2/3 nito ay sa bulsa niya mapupunta.
Ka chi tutoo iyang sinabi mo, dahil hindi nakakatulong ang dole out sa pag-unlad ng bayan. Sa amin nga ay pinag-uusapan ang masamang dulot ng proyektong ito, kasi lalong magiging tamad ang mga tao. Noong araw nagbibigay din ng tulong material ang DSWD at ang tawag doon ay “Food for Work Program.” Ang mga tao na nabibigyan ng tulong materyal ay pinagpapaguran nila. Matagal na kasing nawaglit iyang dole out sa DSWD (Department of Social Welfare and Development) dahil ayaw ng nila ang sistemang parang namamalimos ang mga tao at palaging dependent sa gobierno. Sayang po mga kababayan ang pondong inilaan dito. Mas mabuti kung napunta ang pondong iyan para sa pag-papaunlad ng bayan. Hindi po katangaptanggap ang sistemang ito sa inyong abang lingkud dahil tinuturuan nito na maging tamad ang mga tao. It is an “evil and bitchy way” of wasting government funds.
Maidagdag ko lang mga kababayan, wala po sa programa ng NEDA ang dole out dahil sagabal ito ng pag-unlad. Livelihood projects (meaningful one) sana ang goal ng pamahalaan.
Mabuti pa iyong bulag sa Quiapo tumutogtog muna ng lata para magkapera, dito sa dole out na ito ni wala man lang ginawa ang tao nagkapera kaagad. Nandoon na ang inyong abang lingkud na dapat tulungan ang mga mahihirap pero por-joke-por-santo huwag po naman sana ganyan.
Doc.bobonyo bakit lagi mo na lang pinagiinitan ang iyong biyenan, alalahanin mo na kapag wala kang biyenan wala kang asawang inaanakan. Alam ko ang nararamdaman mo dahil sa nagtataasang presyo ng mg bilihin ngayon, it is difficult to stretch the 100 peso bill. Punyetang Arroyo iyan.Ng dahil sa kanya ay naghihirap ang bansa natin lalo na ang mga magsasaka.Ang dapat na gawin niya ay kung papaano niya pababain ang halaga ng abono at insecticide para makatulong siya sa mga magsasasaka.Sa halip na mamudmud siya ng pera,bakit hindi na lang abono at insecticide ang ibigay niya para dumami ang ani ng mga magsasaka.
Kap at Barakong Astig, ang hirap magbudget ngayon. Kulang na kulang ang kinikita sa Pinas para buhayin ang pamilya. Ngayon sasanayin na naman ng pamahalaan ang mga tao sa pamimigay ng pera na walang kapalit… Sayang iyang limang bilyon na pesos na dapat mapunta sana sa mga livelihood and development projects na mas napapakinabangan ng pa ng mga tao.
Kahit panay ang mga biruan natin dito sa blog, nakakaalarma na talaga ang mga nangyayari ngayon sa gobierno ng Pilipinas. Saan na naman nila kukunin ang perang ipamimigay lang ng basta-basta sa mga tao?
Si Arroyo mamimigay ng P5bilyon sa 300,000 poor people,himala.Saan naman niya kukunin ang pondo kundi sa kaban ng bayan.Hindi limos ang kailangan ng tao kundi trabaho at pagkakakitaan.Kung iyang P5 bilyon na iyan ay itulong na lang sa mga magsasaka pambili nila ng murang abono ay higit pang makakatulong dahil kapag dadami ang aanihin nilang palay ay magiging mura ang bigas at hindi kukulangin ng supply.
Mabuti kung iyang P5 ay maidistribute lahat.Bibigyan lang ng tig-iisang daang piso at pa picture picture sa mga tao at lalabas sa peryodiko at TV na namodmod ng pera at Pogi point na naman siya.Iyun pala ay P1 bilyon lang ang ipinamigay at ang P4 na bilyon ay nasubi niya sa kanyang alkansya.
Just after Word War 2, napakahirap ang buhay na dinanas ng mga nasa Kamaynilaan dahil sirang-sira ang economy at mabagal ang daluy ng mga pagkain na ibinebenta mula sa mga lalawigan. Mahina din ang agricultural production ng Pilipinas dahil sa epekto na giyera. Resulta nagtambakan tuloy dito ang maraming relief goods mula sa US at iba pang kaalyadong bansa ni Uncle Sam. Ang phrase na “victory Joe” ay may kaakibat na paghingi–sigarilyo, chocolate, candy, at pera. May association din ang “victory Joe” sa terminong “pagpapampam” dahil sa gutom at hirap ng buhay (na hindi maipagkakaila) maraming mga kababaihang Filipina ang nasadlak sa prostitusyon. Dito nagsimula ang kultura ng relief mentality at mendicancy. Kahit sa pulitika at pamamaraan ng gobyerno ay pagpapalimos pa rin. Lahat na pangangailangan ay ihingi pa ng limos kay uncle Sam.
Walang ipinagbago sa ngayon. Nasanay ang pamahalaan sa pagbibigay ng dole out services, at nasanay din ang mga tao na umaasa na lang sa mga institusyon ng nagbibigay ng serbisyo. Walang pagpupursigi (ang karamihan maliban sa iba) na makaalpas sa estado ng dependency. Kulang ang efforts ng gobyerno na magtatag ng mga infrastucture for social and economic development. Mabuti na lang nauso ang pangingibangbansa ng mga Pilipino para kumita. Magmula sa mga sagada sa Hawaii hanggang sa mga OFWs ng Middle East at Europe and many other countries.
Ngayon Labor Day na naman, walang pasok, at wala pa ring maasahan ang mga manggagawa sa pagtaas ng suweldo. Lahat na lang ay tumataas maliban ang isa diyan na wala nang ginawa kundi pahirapan ang bayan. Zarzuela na naman sa palasyo.I feel like iyak again to the sad reality of life in the Philippines.

I don’t wonder why everyone here and most of the blogs I visited are fuming mad at gloria, who in as many years since she was born had a vicious appetite for attention. Whenever she’s getting any negative feedback from all her same height shortcomings, she smirks and like a kindergarten retarded BRAT, rolls on the ground.
Anyone here who remembers her senatorial campaign slogan “pagkain sa bawat mesa’? She fulfilled it during her grabbed leadership and continued until her cheated term, but the other way around. Instead of providing sufficient and abundant food on our tables, gloria together with her Visayan bred swine husband and ever loyal but paid stooges steal everything from us. The food she promised are coming in forms of dole outs that only happen when she wants to steal attention hoping people will look up to her administration as the only one that cares for the poor.
Her promise of creation of million jobs remained part of political history of our country, UNFULFILLED.
